UMass Amherst has been awarded a major grant to host the $7.5 million Northeast Climate Science Center (CSC).
The announcement was made today in Washington DC by the Secretary of the Interior, Ken Salazar.
The Principal Investigator is Professor Richard Palmer, who is also the Chairman of the Department of Civil and Environmental Engineering at UMass Amherst. The Co-Principal Investigator is Professor Raymond Bradley, a renowned climate scientist. This is the eighth climate science center established since 2009.
We had the pleasure of hearing Professor Palmer speak when he spoke in our UMass Amherst INFORMS Speaker Series in Fall 2009. I heard Professor Bradley speak in the Daffodil Lectures on Sustainability and the Environment at UMass at which Andrew Revkin of the NYTimes also spoke.
In addition to UMass Amherst, other Northeast CSC members are: the University of Wisconsin Madison, University of Missouri Columbia, University of Minnesota, the College of Menominee Nation in Keshena, Wis., the Marine Biological Laboratory at Woods Hole, Mass. and Columbia University in New York City.

Specific research challenges that this center may be involved in could include climate impacts on water resources, agriculture and grazing, fish and wildlife and responses to climate change, forest resilience, invasive species, protecting migratory fish and waterfowl, sea-level rise, coastal erosion, flood management and water quality.
This is terrific news and given all the research accomplishments that UMass Amherst has had in sustainability and the environment, well-deserved.

Acting NSF Director -- Congratulations to Dr. Cora Marrett!
---------- Update - June 7, 2010 - Professor Subra Suresh, dean of engineering at the Massachusetts Institute of Technology, has been nominated by President Obama to serve as the next director of the National Science Foundation. We congratulate him on his nomination. --------------------------------------Dr. Arden Bement is stepping down as Director of the National Science Foundation (NSF) six months short of serving his full term. He will be returning to Purdue University to head a new public policy institute according to the article in the ScienceInsider.
Interestingly, according to a press release issued by the University of Wisconsin on May 28 (but I could find no press release yet from NSF), Dr. Cora Marrett has been named the Acting Director of NSF and will very shortly assume her new duties.
According to the University of Wisconsin press release, Dr. Marrett's appointment was announced last Friday (May 28, 2010), interestingly, in a memo distributed to all NSF employees. Dr. Marrett, who has a long history as a top administrator with NSF, has been serving as acting deputy director of NSF since January of 2009.
In the memo, Arden L. Bement Jr., the departing director of NSF, said the appointment was made after consultation with the White House about the status of the search for a new director for the agency.Dr. Cora Marrett is an emeritus professor of sociology at the University of Wisconsin Madison but she also served as the Provost at the University of Massachusetts Amherst in the mid to late 1990s. She was an outstanding Provost and, from, time to time, we still exchange communications. I have a collection of personal notes that she wrote to me as Provost, always recognizing and marking some achievement of the faculty. Her integrity, kindness, and intellect made her a favorite of the research faculty and she was much admired and very well-liked.
Above I posted a photo of a dinner following my Distinguished Faculty Lecture at UMass Amherst - "Networks for Fun and Profits," that I delivered in April 2000. After the lecture, I received the Chancellor's Medal. At the dinner, joining me (seated in the shadows in the back) were: Dr. Cora Marrett, who was seated next to my husband in glasses, Dean Tom O'Brien (our long-serving former Isenberg School of Management Dean) and his wife, Gena, who passed away last year, Dr. Val Haensel, the National Medal of Science winner and chemical engineering pioneer (who has since passed on) and his lovely wife, Herta, my former chairman, Dr. Nelson Lacey (with moustache), and my dear friend, Dr. Kei May Lau, who is now a Professor of Electrical Engineering at the Hong Kong University of Science and Technology.
I wish Dr. Marrett all the very best in her new leadership role and congratulate her as our new Director of the National Science Foundation!

Calling American Students Lazy is Hurtful
In the meantime, I have heard from Dr. Dennis Hanno, the undergraduate dean at Babson. Dr. Hanno was a former colleague of mine at the Isenberg School of Management, and also a former neighbor in Amherst. He is an amazing individual, educator, and administrator. I urge you to read the commentary on his blog regarding the recent OpEd piece in the Boston Globe that I wrote about below. I am adding this link today (December 24, 2009) due to the uproar created by the OpEd piece. Please read Dean Hanno's commentary here.
In today's Boston Globe there is an OpEd piece written by Kara Miller, who teaches at Babson College. The article is entitled, "My lazy American students," and the author writes how she prefers having students from other countries in her classes since she feels that they have a much better work ethic, despite their, perhaps, poorer English.
I found this OpEd piece painful to read and insulting to all the hard-working students, American or international ones. This past semester was not easy with the H1N1 pandemic, with many families losing jobs and income because of the recession, among other additional stressors on both students and faculty alike.
I would like to counter the arguments in that article and say, in contrast, my students at the Isenberg School of Management at UMass Amherst were terrific this past semester. They showed up to do their presentations despite a big snowstorm. They showed up at their final exam besides it being dark and cold outside (and the heat was up to 80 degrees for some reason in the exam classroom). ALL of my students handed in their presentations on time and the students in my undergraduate class at the Isenberg School of Management were some of the best and the most hard-working ones I have ever had the privilege to teach.
American students are terrific as are the international ones! Interestingly, in my undergraduate class this term I had only one international student (from Hong Kong) whereas in my graduate class I had only one American student with all others being international ones.
As I have heard it said before "Apples don't fall far from the tree." Faculty serve as role models and are as much at fault if the students don't do well as the students are themselves. Honestly, if you can't say something nice perhaps it's best to let it be left unsaid.

Professor Levine on Cyber Forensics -- What a Talk!
Yesterday, we had the enormous pleasure and educational experience of hearing Professor Brian Levine of the Computer Science Department at UMass Amherst speak on cyber forensics. I, personally, sat at the edge of my seat and took copious notes because the clarity of his presentation and the topic were brilliant. His talk attracted a large audience of faculty, staff, undergrads and grad students and even administrators. Professor Levine considers himself a person responsible for applying science to law and especially computer science in gathering evidence.
He asked such interesting questions and brought up such timely topics and observations that the discussions continued for hours afterwards.
For example, What does it mean to have good network evidence? How to demonstrate intent when it comes to criminal activities that are gleaned from cyber forensics? How do you pick whom to investigate? Who is it that you want to catch?
We learned about the differences between cyber forensics, cyber security, privacy, and cyber intelligence.
We learned about the challenges that law enforcement agencies face in the various application domains, including cyber ones. For example, in order to gather evidence (without a warrant) law enforcement can only use publicly available technology (and they had gotten caught awhile back using infrared cameras before they were publicly available and that evidence could not be used).
We learned about the guid (global unique identifier), dynamic IP addresses, cryptographic hash, and even SODDI (some other dude did it). As Professor Levine mentioned in his lecture yesterday, computer scientists love acronyms. The software tool that he and his team have developed is called ROUNDUP and it has been applied in both Massachusetts and Pennsylvania and has been successful in identifying perpetrators in these jurisdictions.
Professor Levine also discussed his latest research, which he calls "active tagging" and which was inspired by his work tagging turtles, which got a lot of publicity.
Lo and behold, one of my doctoral students after the talk and lunch that followed surprised us with a hardcopy of The Collegian, the UMass Amherst student newspaper, which carried, the day before, a front page article on Dr. Levine's talk, complete with a photo, and a nice mention of our Speaker Series. What an ending to a fabulous set of speakers this Fall! I felt as though I was living an episode of CSI Amherst.

Sam Bowles Spoke in our Operations Research Series
Professor Sam Bowles spoke to a standing room only crowd in our 2009 Fall UMass Amherst INFORMS Speaker Series yesterday at the Isenberg School of Management. The title of his presentation was: The Nature of Wealth and the Dynamics of Inequality from Pre-history to the Knowledge-based Economy. His lecture, which was brilliant, was based on the research behind his co-authored paper in Science, just hot-off-the press, entitled, Intergenerational Wealth Transmission and the Dynamics of Inequality in Small-Scale Societies. The Science article had a commentary by Daron Acemoglu and James Robinson, Foundations of Societal Inequality. Acemoglu of MIT had opened up our Fall 2008 Speaker Series last year.
Professor Sam Bowles received his PhD in economics from Harvard and his teacher was the Nobel laureate Simon Kusnetz, of whom he spoke very fondly of. Bowles was moved to work on inequality while a child living in India while his father was the US ambassador to India (he subsequently returned to this position years afterward). Sam Bowles' great-grandfather (of the same name) was the abolitionist editor of the Springfield Republican, and a friend of the Amherst poet, Emily Dickinson. In fact, last week the Bowles family had been honored at a banquet put on by the Republican (I communicated with the present publisher, Larry McDermott, this morning).
Professor Bowles began his lecture by saying that he was very pleased to be speaking in an operations research seminar series because he enjoyed learning about and applying linear programming, going back to the 1960s. Indeed, in the lunch that followed his presentation we were treated even to his recollections about his travel to Cuba in 1969 to advise the Ministry of Sugar on transportation problems, using, yes, linear programming models in which there were capacities on the links. I found an interview with Sam Bowles in the Harvard Crimson that was published in 1969 after his return from Cuba.
In his lecture yesterday, he graphically (with numerous images of animals, humans, and landscapes from around the world) and mathematically (through an elegant dynamic model for which a long-run steady-state could be determined) explained the variation in inequality in different societies through the extent in which the most important forms of wealth are transmitted within families across generations. The types of wealth considered: material, embodied, and relational (which he illustrated with different network topologies).
The captivating lecture ended with a quote from the Nobel laureate Kenneth Arrow (who I have had the privilege of meeting while at a workshop at Stanford University) on information, which he then related to a quote from Karl Marx. A discussion followed on whether patents are needed and how intellectual discoveries and innovations should be priced.
Professor Bowles told us at lunch, afterwards, that he gets up at 4AM (which I am sure motivated the students who heard this) because of his passion for the research and problems that he is working on.
After Professor Bowles' lecture, we will all be seeing the world with new eyes. We thank him profusely for speaking to the undergrads, grad students, faculty, and visitors, that represent numerous disciplines (management science and operations research, engineering, computer science, economics, resource economics, organizational studies, marketing, finance, and others), who came to his talk yesterday.

Train Wreck Averted -- Professor Sam Bowles to Speak Next Friday
Train Wreck Averted -- that was the subject line of a message I received from Professor Sam Bowles this past week with another one titled Miracle. Professor Sam Bowles was scheduled to speak in our Speaker Series next Friday, November 20, 2009, at the Isenberg School of Management. However (and I sometimes feel like I work in crisis management), he had been called to jury duty and it looked as though it would be impossible for him to be let off from this civic duty.
This is the eleventh semester that we have been hosting our Speaker Series and as the Faculty Advisor of the award-winning UMass Amherst INFORMS Student Chapter, we have never, to-date, had to cancel or reschedule a speaker (although there have been dramatic close calls).
Somehow, through the magic of electronic templates (and despite what the jury contact person told Professor Bowles), he managed to reschedule his jury duty, so, the good news (and miracle) -- Professor Sam Bowles' talk is on for next Friday!
The students do such a wonderful job of disseminating news about these talks, that below I share the announcement that went out today. This will be another fascinating and thought-provoking lecture, which is open to the public. I just finished reading Professor Bowles' "hot-off-the-press" co-authored article in Science, and the accompanying commentary, and his talk should not be missed.

We are delighted to have Professor Sam Bowles, University of Massachusetts (Emeritus), Sante Fe Institute and the University of Siena, Italy, who will speak on "The Nature of Wealth and the Dynamics of Inequality from Pre-history to the Knowledge-based Economy."
Dr. Samuel Bowles is Research Professor at the Santa Fe Institute where he heads the Behavioral Sciences Program. He is also the Professor of Economics at the University of Siena. He taught economics at Harvard from 1965 to 1973 and at the University of Massachusetts, where he is now emeritus professor. His recent studies on cultural evolution have challenged the conventional economic assumption that people are motivated entirely by self-interest. These have included the mathematical modeling and agent-based computer simulations of the evolution of altruistic behaviors by means of multi-level selection and behavioral experiments in 15 huntergather and other small-scale societies. Bowles' current research also includes both theoretical and empirical studies of the role of incomplete contracts in labor markets and financial markets in explaining income inequality.
His scholarly papers have appeared in Science, Nature, American Economic Review, Theoretical Population Biology, Journal of Theoretical Biology, Journal of Political Economy, Quarterly Journal of Economics, Behavioral and Brain Science, Philosophy and Public Affairs, Journal of Economic Literature, Journal of Economic Perspectives, and the Economic Journal. His recent books include Microeconomics: Behavior, Institutions and Evolution (Princeton University Press, 2004), Moral Sentiments and Material Interests: the Foundations of Cooperation in Economic Life (MIT Press, 2005), Unequal Chances: Family Background and Economic Success (Princeton University Press 2004), Foundations of Human Sociality: Economic Experiments and Ethnographic Evidence in 15 Small- scale Societies. Abstract: The continuum of inequality in human societies ranges from foraging bands with a strong egalitarian ethos to more highly stratified agrarian and industrial economies. No empirically-tested model of the stability of these differences over long periods of time or of the transitions among them exists. I address this puzzle with a dynamic model in which a population’s long-run steady-state inequality depends on the extent to which its most important forms of wealth are transmitted within families across generations. A new data set allows comparable estimates of the intergenerational transmission of different types of embodied, material, and relational wealth as well as the degree of wealth inequality for 21 historical and contemporary populations. I show that intergenerational transmission and wealth inequality is substantial among pastoral and small-scale agricultural societies (on a par with the most unequal modern industrial economies) and quite limited among horticultural and foraging peoples (equivalent to the most egalitarian of modern industrial populations). These findings and the model thus may help explain why permanent and substantial inequalities in wealth are characteristic of agricultural and pastoral economies and not of hunter-gatherers and horticulturalists. They also suggest a possible dramatic transformation of the dynamics of inequality in the knowledge-based economy.

Management of Water Resources, Optimization and Simulation
Tomorrow, November 6, 2009, we will be hosting Professor Richard Palmer, who is Head of the Department of Civil and Environmental Engineering at UMass Amherst, in our Fall 2009 UMass Amherst INFORMS Speaker Series. He will be speaking at 11:00AM in the Isenberg School of Management and more information about Professor Palmer and his presentation, which will focus on optimizing water reservoir operations, can be found here.
Professor Palmer is relatively new to UMass Amherst having come from the University of Washington in Seattle. He received his PhD from Johns Hopkins University, which, coincidentally, is the same institution at which my doctoral dissertation advisor, Professor Stella Dafermos, received her PhD. In fact, they both received their PhDs from the very same department. Professor Palmer has done a lot of award-winning, fascinating research on the modeling of water resources and management and will be speaking tomorrow on both the use of optimization techniques and simulation in reservoir operations.
We are delighted that he accepted our invitation and we are certain that we will learn a lot from his presentation.
Last week we did not have a speaker (Professor Palmer is the fourth speaker in our series this Fall) and an undergraduate student of mine sent me a message that he was so disappointed since he learns so much from our speakers and he organizes his Fridays around the lectures. This was such a kind and thoughtful message to receive and makes the work involved in organizing, hosting, and following through with the Speaker Series all the more worthwhile! Also, I very much believe that great speakers spark students' interests in a discipline and that is one reason that I continue (for 11 semesters now) to be so involved in this Speaker Series in Operations Research / Management Science.
I would also like to bring to your attention the upcoming talk on November 20 by Professor Sam Bowles, whose co-authored article just appeared in Science on October 30, complete with a commentary co-authored by Professor Daron Acemoglu of MIT, who kicked off our Fall 2008 Speaker Series! NSF even released a press release about this research and you can read more about it here.
On December 4, we will be hosting the talk of Professor Brain Levine of the Computer Science Department who will speak on cyberforensics.
These talks are open to the public. The UMass Amherst INFORMS Student Chapter does a wonderful job of helping me to organize this Speaker Series.

Emergency Logistics: A Speaker who Inspired
It was wonderful to have faculty and students, both undergraduate and graduate, not only from the Isenberg School, but also from the College of Engineering as well as from the Department of Economics in attendance. There were also guests from the community. I always say that if one has an outstanding speaker talking on a fascinating subject, the room will fill up, and Professor Holquin-Veras was simply terrific!
He shared with us his on-site experiences and knowledge gleaned from numerous interviews as well as data analysis on the disaster that was Katrina as well as on the second-tier disaster that followed with the material convergence. He spoke about the complete lack of emergency preparedness at local, regional, and national levels, and how Walmart, luckily, had identified the pending humanitarian disaster and had relayed trucks with supplies. We learned that 40 commodities are essential and how important it is to develop models for humanitarian logistics that identify the appropriate objective function to optimize, which he stated could be done with economic valuation to capture the social costs that should be minimized (and the associated suffering). Humanitarian logistics operations and supply chains are completely different from commercial supply chains and, ironically, in the former there is a great deal of competition among existing emergency service providers. The demands aren't known in the case of disasters and the convergence of material creates serious congestion (he spoke of tuxes being delivered, coats to warm climates, and totally useless materials).
How do we quantify the social costs and the priorities of deliveries in such situations where time is such an essential element and there is most likely chaos in locations that require the deliveries? Why were the emergency providers not trained in humanitarian logistics? Critical supplies were not prepositioned. Hopefully, the government has learned from the numerous mistakes made and the serious shortcomings that resulted in so much pain, suffering, and loss of life.
To the rapt audience, Professor Holquin-Veras also talked about the importance of mathematical modeling and in identifying appropriate metrics for humanitarian logistics operations. He also emphasized that the problems are nonlinear (as opposed to linear). At lunch, he offered life lessons and stressed the importance of doing research and valuing the long-term.
So many came up to me after Professor Holquin-Veras' talk and visit to thank me for helping to host him. I say thank you to Professor Holquin-Veras for educating us on a topic of great importance.
I hope that more universities will undertake the research and educational challenges surrounding emergency logistics and preparedness.

Emergency Preparedness and Humanitarian Logistics
Doing Good with Good O.R. (Operations Research) has been a theme of one of my professional societies -- INFORMS. It is a theme that resonates with many and never has there been a time when the best in analytics should be applied to help solve some of the world's most pressing problems.
Crises, in particular, bring new challenges to problem-solving due to the immediacy of needs in terms of food, water, and medical supplies.
This Friday, in our UMass Amherst INFORMS Speaker Series, we will be hosting Professor Jose Holquin-Veras of RPI, who will be speaking on Emergency Logistics Issues Impacting the Response to KATRINA: What Went Wrong? What Could We Do to Avoid a Repeat?
Immediately prior to his presentation, at 10:30AM, the UMass Amherst INFORMS Student Chapter will be hosting in ISOM Room 112 a special reception to display the award plaque that it received at the INFORMS San Diego conference last week.
We are honored that Professor Holquin-Veras will be speaking in our series. Interestingly, last week, President Obama was in New Orleans to survey the lingering impacts of Katrina. Not only do I have a family member living there but also several friends. Some former residents that I know well have left and many are still struggling.
To demonstrate the unique challenges associated with humanitarian logistics and emergency preparedness, I developed a website in conjunction with the Rockefeller Foundation Bellagio Center Conference: Humanitarian Logistics: Networks for Africa conference that I organized. This website contains many of the presentations given at the conference and one, delivered by Professor Emmett Lodree, focuses on Hurricane Katrina and impacts even on his close family. Please also look at the presentation of Mr. Antony Cooper of CSIR in South Africa, which is deeply illuminating.
We are now researching emergency and humanitarian supply chains.

Reforming Business Schools
The September 26-October 2, 2009 issue of The Economist has an article on reforming business school education. The article argues that business schools should teach more of economic history (I always tell my students the origins of the ideas that I teach, the context and setting of the ideas, and even hand out some of the original papers in which the ideas and innovations have appeared in). In addition, I bring the material to life by including news and events on topics in my lectures. For one thing, if we know the history as well as the scholarly literature, we won't be reinventing the wheel!
In addition, the article emphasizes that business schools need to change their tone and to foster both scepticism and cynicism. In my field, we always state the assumptions underlying the models that we are using. If the problem at hand satisfies the assumptions, then one brings to task the appropriate tools and methodologies.
The article goes on and states rather stridently that It is worth noting that such scepticism is second nature to the giants of financial economics, as opposed to the more junior propellerheads. It then singles out Professor Andrew Lo of MIT (who, by the way, will be speaking this Friday in our Speaker Series in Operations Research / Management Science at the Isenberg School. His talk is co-listed with the Finance Seminar Series).
According to the article, Andrew Lo, of MIT's Sloan School of Management, was fond of pointing out that in the physical sciences three laws can explain 99% of behaviour, whereas in finance 99 laws can explain at best 3% of behavior.
We can hardly wait to hear Professor Lo's talk on Friday, October 2, 2009, at the Isenberg School. The title of his talk is: Kill All the Quants?: Models vs. Mania in the Current Financial Crisis. Additional information on his talk with abstract can be found here.

Food Safety, the Financial Crisis, Katrina and Lessons, Reservoir Simulations, Dynamics of Inequality, and Cyber-Forensics
We are delighted to announce a terrific speaker lineup for the Fall 2009 UMass Amherst Speaker Series in Operations Research / Management Science! This speaker series is organized by the award-winning UMass Amherst Chapter of INFORMS (the Institute for Operations Research and the Management Sciences). I have been the chapter's Faculty Advisor since 2004 and this Fall will be the eleventh semester of continuing operation of our speaker series, which is multidisciplinary in nature and is open to the public.
The topics for the fall include: food safety, the financial crisis, Katrina and emergency logistics issues, the optimization of reservoir operations, the nature of wealth and the dynamics of inequality from pre-history to the knowledge-based economy, and cyber-forensics.
